Yes, but it is unlikely to get off the ground. It's mostly a rallying cry to encourage the social conservative base (which is strong in Iowa) to vote. It would be years before anything could get on the ballot, by which time Iowans would have gotten more used to legally-recognized same-gender marriage, and I think it would have to be a constitutional amendment, which would have to p the (Democrat-controlled) legislature.
