What if the time machine cannot be made in earth, not even on our own galaxy?

because rotating at the speed of light (or more?!@#$%^) will creat a hole on space time fabric. thats why there will a small black hole on erth? all will be destroyed?? may be we go to another galaxy and then creat a time machine ( or black hole, both are same...) and destroy all the life form there. scientist should have my advice....!
