Do blacks want or do not want cops to patrol their hoods?

they complain that when there are killings in their hoods cops don't do a "damn" thing. now when cops do patrol their hoods and do arrest black criminals they claim the cops are arresting blacks because of their color and cops are no longer wanted in their hoods. I don't understand black. what do they want?
