My 1992 GMC Jimmy no longer blows heat/defrost etc. how do i fix it and what is the cost?

just recenlty had the dash lights replaced and inspection.. after driving home when i turned on the defrost nothing happend. it hisses as i change it from A/c to defrost to heat.
